The mandate
Revenue Regulation 11-2025 extends the EIS mandate to all taxpayers using computerized accounting systems. If your business uses software to issue invoices, this applies to you.
The CAS Annex B registration process involves preparing specific documentary packets, submitting to your RDO, and passing a BIR technical evaluation before you receive an Acknowledgement Certificate.
Under RR 8-2022, failure to transmit e-invoices to BIR after your Permit to Transmit is active carries a ₱10,000 daily penalty. Transmission gaps are logged and auditable.
